Chair Rails run around the center of your room's walls. Chair rail moulding is usually installed between 33" and 35" from the floor around the perimeter of a room.   To protect the wall in your dinning room from damage by the backs of the chairs set the height to correspond to the height of your dining room chairs.   Chair rail mouldings can also protect your walls in the most demanding high traffic locations in your home.
